Can not add probe accounts

I get an eoor adding probe accounts to a new install - properly licensed into 2015

Feb 25 2013 21:28:16 [ProbeAccountRegisterTask] ERROR - Cannot register a probe account.
Feb 25 2013 21:28:16 [ProbeAccountRegisterTask] ERROR - The server request failed. HTTP code 412, Precondition Failed.Probe Registration Failed.

Has anyone seen this before?
